James River Freeway and Glenstone Avenue

Final design, right of way and construction: Relocate eastbound James River Freeway off-ramp to intersect with Republic Road at Harvard Avenue, construct a right-hand loop for southbound to eastbound movement, remove existing ramps on the south side of the freeway and relocate traffic signal to the new ramp intersection at Harvard Avenue.

Status/Schedule: Under construction; November 2008 completion

Chestnut Expressway and National Avenue

Design, Right-of-Way and Construction: Construction of dual left-turn lanes for all approaches, an additional through lane east/west on Chestnut (for future growth) and right-turn lanes for north/south on National. Project also includes drainage and signal modifications. Improvements will result in three through lanes in each direction on Chestnut Expressway for future traffic, two through lanes in each direction on National, dual left-turn lanes and separate right-turn lanes for all approaches.

Status/Schedule: Under construction; August 2008 completion

Glenstone Ave. and Primrose Street Intersection

Design, Right-of-Way and Construction: Construct dual-left turn lanes and free right-turn lanes on all approaches to the intersection. Construction also will include two through lanes east and west on Primrose Street and the potential for future three through lanes in each direction on Glenstone Avenue.

Status/Schedule: Under construction; October 2008 completion

Glenstone Avenue (I-44 Interchange to Valley Water Mill Road)

Design, Right-of-Way and Construction: Replacement of deficient bridges in the Glenstone at I-44 interchange; widening of Glenstone to 3 lanes from McClernon Street to point north of Valley Water Mill Road w/signal modifications at Valley Water Mill Road.

Status/Schedule: September 2008 letting; June 2010 Completion

James River Freeway Interchange and National Avenue

High Priority Interchange Improvements: Design and partial right-of-way for interchange to increase capacity, safety and efficiency.

Kearney Street and National Avenue Intersection

Intersection Improvement: Construct additional north and southbound lanes on National to provide separate left- and right-turn lanes. Project will also include drainage improvements and signal modifications.

Glenstone Avenue, Kansas Expressway and Sunshine Street

Pavement Preservation Program Improvement: Milling of old pavement with new overlay to restore and preserve pavement for high-volume major arterial.

Status/Schedule: Completed as promised

Intelligent Transportation System (partially funded by 1/8-cent sales tax)

The City of Springfield and MoDOT are developing an Intelligent Transportation System that includes enhanced traveler information, coordinated traffic signal operations and emergency response efforts such as Amber Alerts and homeland security advisories.

Transportation Management Center (partially funded by 1/8-cent sales tax)

Real-time traffic information is monitored daily at the Transportation Management Center operated by the City and the Missouri Department of Transportation. An expanded TMC is planned in the Heer’s Tower that will be the command center for traffic congestion and incident management in the Springfield area.

The real-time traffic information is broadcast on TV23, the City’s government information channel, from 6:30 to 8:30 a.m. weekdays and during adverse weather conditions.

LED Conversion (partially funded by 1/8-cent sales tax)

Traffic signals will be brighter and easier to see, save energy and last longer under a program which will replace incandescent bulbs with light-emitting diode lamps at 136 intersections across Springfield over a three-year period.

Thanks to a grant from City Utilities, the City will install LED lamps in 5,426 traffic signals. The LEDs use only about 10 percent of the energy that the incandescent bulbs use and the LEDs can last up to 10 years, compared to a year on the current bulbs. The energy savings equate to the amount of electricity 175 Springfield homes use in one year.

Center City Parking

Revenue from the 1/8-cent sales tax for transportation will be used to construct additional parking in Center City to enhance current revitalization efforts.

Blackman Road – Phase 1 Improvements

Design and right-of-way acquisition will begin on Blackman Road between Sunshine Street and Battlefield Road.

Status/Schedule: Under construction; Fall 2008 completion
